DHAKA: The handing over of Dalil (document of land) has remained stopped across the country due to discontinuation of supply of balam book, a narrow register book that is used for maintaining daily activities.
In this circumstances, about 20-lakhs Dalils have remained piled up across the country. The most entangled situation has appeared in Rangpur Division.
Rangpur district registrar Imdadul Huq told banglanews, “We are getting no balam books, the joint secretary (of the ministry concerned) had been informed when he came here to attend a seminar but nothing is resolved.”
“Once there was a less supply (of the books), which has remained completely off for a year,” he added.
Imdadul told that he has informed the Inspector-General of Registration (IGR), Directorate of Registration, about the matter in black and white that came unfruitful too.
IGR Khan Abdul Mannan told banglanews, “So far I know, some 14 lakh dalils remained piled up countrywide to hand over to land owners, despite several urges, Bangladesh Government Press could not supply it, the press could not print balam book due to last election.”
“We are trying to print the books by our own, but we couldn’t not due to financial crisis, the finance ministry was told many times, but the ministry did not allocate money,” he added.
About the situation of Rangpur Division, Mannan said, “It can happen in an upazila, whole division can not plunge into such problem.”
Some 10,000 balam book would be supplied on June, informed the IGR.
